CLC-USA 재무이신 Al 이 전해온 2023 년도 세계 CLC 최종 재정 보고서이고, 이는 2024년 예산으로 승인된 것입니다.
이 예산은 추후 5년동안 집행될 예정이며, 차후 5년동안 각 국가 공동체의 회원 숫자에 맞추어 예산이 정해졌습니다. 미국 CLC 에서는 세계 CLC 에 보내는 공동 재정 부담금을 $21,790.68 로 산출했는데, 세계 CLC에서는 미국 CLC에 약 $ 20,973.53을 책정하였습니다. 이 예산액은 2023년 미국 총 회원수 1369명을 바탕으로 한 것인데, 세계 CLC에서는 917명으로 2024년 예산 책정을 하였으며, 이는 앞으로 5년동안 매년 4% 씩 인상될 것으로 예상됩니다. 약간의 추가 비용 계산은 환전에 따른 비용입니다.
세계 CLC 재정 보고서를 통해 각 CLC 회원들의 공동 재정 지원 ( financial co-resposibility) 이 어떻게 지역, 국가, 세계 공동체를 위해서 사용되는 지 보실 수 있으며, 더 자세한 내용은 첨부한 재정 보고서를 참조하시기 바랍니다.

Hello NCC members,
I wanted to share with all of you the World CLC financial report for 2023 and the approved budget for 2024. The budget is for the next 5 years. This report also includes the assessments for the member countries for the next 5 years. The assessment for CLC in USA for 2024 is 19,575.91 Euros. This equates to $20,973.53 with today's exchange rate. Our budget for 2024 expected the assessment to be $21,790.68. Wire transfer rates will bring these 2 numbers closer together.
The assessment is based on a membership of 1369 members per our membership update in 2023. Since we broke out our membership to show the different classifications (permanent, temporary, involved, emeritus, pre-CLC, etc.) the number of members used to calculate our financial support is 917. So, this is 21.35 Euros per member, or $22.81 per member (before wire transfer costs). There is a 4% per year increase in the in the assessment over the next 5 years.
The other piece that relates to the calculations is what is call Purchasing Power Parity (PPP). Manuel touches on this in the email below. PPP exchange rate is the rate at which the currency of one country would have to be converted into that of another country in order to buy the same amount of goods and services. The US is set at a PPP of 1 per the World Bank. When you look through the list of country assessments this will help you see where they stand in comparison to the US.

I hope this email finds you well.
I am writing to explain to you how the world community has decided on the calculation of the dues of each national community.
Since 2006-2007 CLC has established a procedure for the calculation of the dues to be paid by each national community. Three criteria are used:
1. Purchasing Power Parity (The World Bank publication is used as a reference. The last one taken into account is that of 2021, prior to the General Assembly in Amiens).
2. The number of members of each national community (The number that each national community sent prior to the General Assembly in Amiens 2023 is taken into account. There (in the Assembly) it was established that this number would be used as a criterion for the 5 years, beyond possible changes during these years). In the case of the United States, you sent 1.369 members, but officially we count 917 members
3. Equity and fairness in the distribution of the financial responsibility of the World Community operating budget, adopted at the General Assembly in Amiens 2023.
The budget that CLC carries forward is the one set by the General Assemblies every 5 years. In other words, it is a five-year budget. And each number is adjusted to these criteria. This means that if every year, we update the number of members per national community, it would generate a very large mismatch in the numbers, because we know that the mobility of members is great (both for income and expenditure). That is why it is fixed for periods of 5 years, based on the number reported prior to each General Assembly.
